Why is sanity (al-'Aql) classified as a condition of obligation for Wudu?

Because an insane person cannot feel the temperature of water.
Because Islamic law only addresses and obligates those who possess intellect and legal capacity.
Because sanity is only required for the head wipe.
Because sanity decreases water waste.
