Who is legally authorized to lead the congregational prayer during a solar eclipse (Kusuf)?

Any male Muslim who memorizes the Quran.
Only the Friday congregational Imam (Imam al-Jumu'ah) or an authorized representative of the Sultan.
Worshippers must always pray individually without any Imam.
Women-led congregations are preferred.
